Does ChatGPT Use Bing? What OpenAI Has Actually Confirmed [2026]

Ask ten SEO consultants whether ChatGPT runs on Bing and you will hear ten confident answers. Some say ChatGPT is simply Bing with a chat window. Others insist it has quietly switched to Google. A few claim OpenAI now has its own search engine and Bing no longer matters.

The truth sits somewhere in between, and it matters for your website. If you are asking does ChatGPT use Bing, you probably want to know where to focus: Bing Webmaster Tools, OpenAI's crawler, or both.

This article separates what OpenAI and Microsoft have actually published from what the industry has inferred. You will see the history, a confirmed-versus-speculation table, how the answer changes by ChatGPT plan, and a practical checklist for being eligible in ChatGPT search.

Key Takeaways

  • Yes, Bing is one of ChatGPT's search providers. OpenAI's help centre says Enterprise and Edu workspaces may share search queries with the Bing search engine to return web results.
  • Bing is not the whole story. OpenAI says ChatGPT search leverages third-party search providers plus content supplied directly by partners, and it runs its own search index too.
  • OpenAI has its own crawler for search. OAI-SearchBot surfaces websites in ChatGPT search, and blocking it keeps your pages out of search answers.
  • The provider depends on the plan. HIPAA-eligible workspaces use OpenAI's own search index and never send queries to Bing.
  • Claims that ChatGPT uses Google are unconfirmed. Experiments suggest it, but OpenAI has not named Google as a provider.
  • The practical answer is to cover both. Get indexed in Bing and allow OAI-SearchBot.

Does ChatGPT Use Bing?

Quick answer: Yes, ChatGPT uses Bing as one of its search providers, but not the only one. OpenAI's documentation names Bing for Enterprise and Edu web results and says ChatGPT search also uses other third-party providers, partner content and OpenAI's own search index, built with its OAI-SearchBot crawler. To be eligible for ChatGPT citations, make sure your site is indexed in Bing and that OAI-SearchBot can crawl it.

To see why the answer is "partly", it helps to start with how the relationship began.

A Short History of Bing and ChatGPT

2023: Bing becomes ChatGPT's default search. At Microsoft Build in May 2023, Microsoft announced that Bing was coming to ChatGPT as the default search experience, starting with ChatGPT Plus subscribers. This is where the "ChatGPT uses Bing" idea comes from, and in 2023 it was accurate.

2024: ChatGPT search launches with multiple sources. When OpenAI launched ChatGPT search on 31 October 2024, its announcement said the feature "leverages third-party search providers, as well as content provided directly by our partners". It also said any website or publisher can choose to appear in ChatGPT search. Notice the plural: providers, not provider.

2025 to 2026: the partnership shifts focus. Microsoft and OpenAI have renegotiated their partnership several times since. Microsoft's April 2026 post on the next phase of the partnership covers cloud, licensing and infrastructure, and does not mention search at all. Nothing in these announcements describes Bing's role in ChatGPT today, so the help centre documentation below is the better guide.

What Is Confirmed and What Is Speculation

This table sorts the common claims by how well they are supported.

The pattern is clear. Bing is a documented input, OpenAI's own crawler is a documented input, and everything beyond that is inference.

The Google question

In August 2025, Semrush published experiments in which researchers created pages that only Google could find, then asked ChatGPT about them and received answers citing those pages. That suggests ChatGPT may use Google results in some cases. However, OpenAI has not confirmed it, and its help centre still names only Microsoft and Shopify in its privacy references for search. Treat "ChatGPT uses Google" as plausible but unproven.

How the Answer Changes by ChatGPT Plan

OpenAI documents different search set-ups for different workspaces, which explains much of the confusion online.

ChatGPT plan or workspaceWhat OpenAI says about web search
Free, Plus and ProChatGPT search "sometimes partners with other search providers" and rewrites your prompt into targeted queries for them
Enterprise and EduMay share disassociated search queries with the Bing search engine to return web results
ChatGPT for HealthcareDoes not use Bing for web search and does not use specialised data providers
HIPAA-eligible workspacesUse OpenAI's own search index; queries are not sent to third-party search providers such as Bing

That last row is the strongest evidence that OpenAI now has a working search index of its own. According to OpenAI's help article on HIPAA-eligible functionality, when web search runs in those workspaces, "it uses information in OpenAI's index".

How ChatGPT Search Works in Practice

OpenAI's help article on searching the web with ChatGPT explains the mechanics in plain terms.

1. ChatGPT rewrites your question. It typically turns a prompt into one or more short, targeted queries. OpenAI's own example turns a long question about cancer drug research into "CCR8 immunotherapy drug development 2025", then follows up with more specific queries.

2. It sends those queries to search providers. Approximate location from your IP address may be shared to improve local results, but OpenAI says the IP address itself and your account details are not shared. With memory switched on, saved preferences can shape the query too.

3. It ranks and cites results. OpenAI says ChatGPT ranks search results using multiple factors and that placement is not guaranteed. Responses that use search may include citations and a Sources panel.

4. It checks eligibility through its own crawler. The same article says that to make a site eligible for inclusion, you should allow OAI-SearchBot to crawl it and make sure your host or CDN allows OpenAI's published search bot IP addresses.

OAI-SearchBot vs Bingbot

This is the part that matters most for site owners. OpenAI's crawler documentation states that OAI-SearchBot is used to surface websites in ChatGPT's search features, and that sites opted out of it will not be shown in ChatGPT search answers, though they can still appear as navigational links.

So even if Bing has indexed your page perfectly, blocking OAI-SearchBot removes you from ChatGPT search answers. Equally, a page Bing has never indexed loses one of the routes by which ChatGPT might discover it. The two work together rather than replacing each other.

OpenAI also runs GPTBot, which collects content that may be used for model training, and ChatGPT-User, which visits pages when a user asks. OpenAI treats each setting independently, and it says robots.txt changes take about 24 hours to affect search. We explain each crawler in more depth in our guide on why your website is not showing in ChatGPT.

What This Means for Your Website

Because OpenAI uses several sources, the safest strategy is to be findable through all of the documented ones. Work through this list in order.

  1. Verify your site in Bing Webmaster Tools. You can import sites from Google Search Console, and Bing verifies imported sites automatically.
  2. Check that Bing has indexed your key pages. Submit your sitemap and fix any crawl or indexing errors Bing reports.
  3. Allow OAI-SearchBot in robots.txt. Look for rules naming it, or a blanket Disallow: / for all user agents. Our free robots.txt tester shows which bots can reach a URL.
  4. Allow OpenAI's IP ranges in your CDN or firewall. A permissive robots.txt means little if your security layer blocks the crawler anyway.
  5. Decide on GPTBot separately. Blocking training does not remove you from search, so make that choice on its own merits.
  6. Use noindex for pages you want kept out. OpenAI's publisher FAQ notes that if it learns of a disallowed URL from a third-party search provider, it may still show the link and title. A noindex tag, which its crawler must be allowed to read, prevents that.
  7. Serve content as plain HTML. Pages that depend on JavaScript to show their text are harder for any crawler to read.
  8. Track ChatGPT referrals. OpenAI adds utm_source=chatgpt.com to referral links, so you can measure visits in GA4. Our guide on how to track ChatGPT traffic in GA4 walks through the set-up.

After that, test the result. Ask ChatGPT, with search on, the questions your pages answer best, and record whether you are cited. Our step-by-step method for checking if ChatGPT knows your brand turns this into a repeatable monthly check.

Should You Prioritise Bing or OAI-SearchBot?

If you can only do one thing this week, fix OAI-SearchBot access. OpenAI's documentation ties search inclusion directly to that crawler, and a block there is absolute.

Bing work comes a close second, and it pays off twice. The same Bing index grounds Microsoft Copilot, so improving your Bing visibility helps across two assistants at once. Neither step guarantees a citation, because ChatGPT still decides which sources best answer each question. Both, however, remove reasons to leave you out.

If you want a specialist team to handle crawler access, Bing indexing and the content that earns citations, our AEO services cover ChatGPT, Copilot and the other major assistants in one programme.

Frequently Asked Questions

Does ChatGPT primarily get its data from Bing, Google, or elsewhere?

It depends on the question. ChatGPT answers many prompts from what the model learned in training. When it searches, OpenAI says it uses third-party search providers, partner content and its own index. Bing is the only web search engine OpenAI names in its help documentation, and Google is not named.

Why is ChatGPT suddenly using Bing Search to answer my questions instead of answering it itself?

ChatGPT searches when it judges that current information would improve the answer, such as news, prices or recent events. When that question was being asked widely, Bing was ChatGPT's default search experience, following Microsoft's 2023 announcement. You can usually ask it to answer without searching if you prefer.

Which one is better, Bing Chat or ChatGPT?

They are different products. Bing Chat became Microsoft Copilot, which grounds its web answers in Bing. ChatGPT is OpenAI's assistant, which uses several search providers plus its own index. For site owners, the useful point is that Bing indexing helps with both.

Does ChatGPT use Google?

OpenAI has not confirmed that it does. Third-party experiments published in 2025 suggest ChatGPT has cited pages that only Google had indexed, but OpenAI's help documentation names Microsoft and Shopify, not Google, in its search provider references.

How do I get indexed by ChatGPT?

Allow OAI-SearchBot in robots.txt, make sure your CDN or firewall allows OpenAI's published IP addresses, and get your site indexed in Bing. Then publish pages that answer real questions clearly. OpenAI says placement is not guaranteed, so test and track results over time.

Final Thoughts

The old shorthand that ChatGPT is just Bing is out of date, and so is the idea that Bing no longer matters. OpenAI's own documentation shows a mix: Bing for some plans, other providers and partners for search generally, and a growing index built by OAI-SearchBot.

For your website, that mix leads to one simple plan. Get indexed in Bing, keep OAI-SearchBot allowed, and give both something worth citing. So, does ChatGPT use Bing? Yes, as one important source among several, which is exactly why you should be visible in Bing and open to OpenAI's crawler at the same time.
